It does matter, it's an important factor in how one fights or attacking/defending. Although what happened in the manga is what the author wanted so it doesn't matter what we say on if situations.

He'd push Sasuke to use up his ameno with his own RSM speed advantage once that is done Sasuke would go into PS as Sasuke do not stand a chance in regular taijutsu against RSM Naruto.
Once in PS then Naruto could go for his lethal attacks.
