Does Kage really means you're the strongest in a village right now?

I mean, it's said since the beginning of this manga that kages are the strongest people but what is the meaning of this right now? Just take a look:

• 3rd Kazekage who was suppose to be the strongest in Sunas history was defeated by another ninja from Suna(Sasori) who has never been kage at all
• Gaara who is kazekage was defeated by another non-Kage like Deidara
• 4th Kazekage was defeated by Orochimaru(no Kage)
• 4th Mizukage was defeated by Tobi(no kage)
• 5kages together are owned by Madara alone(no Kage)
• Raikage had a hard time against Sasuke(who is still classified as a genin)
• Naruto(genin) defeated several Kages on his own in this war
• There are other ninjas who are obviously stronger than current kages. Mei is Mizukage, but Kisame who comes from the same village is obviously stronger than her. Tsunade is kage in Konohagakure, but Itachi, Kakashi, Naruto, Gai, Sasuke are arguably stronger than her. Bee is stronger than A, etc

So i really wonder if the kage title is even worthy right now:shrug:

Kage means leader of the village, it doesn't always mean the strongest. Some are fit to be a leader, and not strong, others not fit to be a leader and strong

plus a lot of examples you used, i.e. Mei / Kisame, is because Kisame is 'evil'. Why would he become kage?

yes until now it means the strongest ninja in the village, but remember all those who killed these kages are akatsuki which is created of most dangerous ninjas..... naruto and sasuke must be stronger than anyone.. y sasuke? cuz he can make a fit when he fights naruto... as for naruto his dream is to become a hokage that surpasses all previous ones.... and comparing between the kages..... konoha got the strongest kages... thats y kishi must make naruto strong like winning over other village kages

No. If power was all you need to be Hokage, than the villages would have been unorganized. You need to be able to lead.

Just because they lose to people who were never a kage, doesn't mean anything. A majority of people on that list are considered as S-Rank Criminals, so they are no longer apart of a village. As for Naruto, he is strong.

S-rank ninjas are usually considered to be at the Kage level. But since most are missing nin or are "evil", they can never aspire to become hokage (because they probably dont even want to and the village would never elect them, best ex: Madara).

well lets see say a new kage becomes a leader of a village? okay he is the strongest out of them all, ok like years go bye theres a ninja now stronger than he is? why do you think they pass there title on after years of being a kage? cause there skills drop or the newer gen surpasses thers.

kages are the strongest in their village at their time, but look at it as a title or a power level coz some of who you mentioned were defeated in special circumstances, and there are also some people who are kage level or close yet they choose not to be kages or they are just evil, and ya raikage was just making a point with the bitch slap , just to make sasuke know his place. gara is kage level but he is still young (its not about just power, he need experience and skill) and deidara wouldn't have won if he didn't use cheap tricks. also kages are not all on the same level of power so jirayia, oro, itachi, kisami, sasori were all kage level no doubt and of course nagato
