Does Kage really means you're the strongest in a village right now?

being kage means you are the leader of your vilage witch doesnt only meen that you have to a be a strong fighter but have to be able to inspire courge etc.

they allso have to be resonable tactitions for times like war

honistly right now yeah i'd say that kakashi and naruto are stronger than tsunade + i think that kakashi would be better hokage but he wouldnt like the responsability.
and naruto is still too young and imature and hot headed

also the S-Rank crimanals usualy are atleast kage levle but you wouldnt have a villan as the leader of your village, thats like america asking osama bin laden to be presedent ( i know he's dead im makin a point)

and yes there are meany meany S-Rank criminals who could beat mosed of tha kages

and her snails and medic jutsu (she is a medic mainly) which is pathetic compared to her grandfather's are fitting for a hokage SNAILS :rofl:, i know tsunade gets underrated a lot after all she is a sannin BUT come on she is only there coz jiraiya turned the offer down. kakashi is known as the legendary copy ninja that is what you should consider PLUS kamui AND tsunadi is also hotheaded and no where as smart and insightful as kakashi is

I think to become hokage is not just about the strongest or not, but also about the leadership. And of course The Daimyo and the board must acknowledge them.

onoki: obviously the strongest in his village

mei:kisame was evil,she is the strongest of her village.

Tsunade: jiraiya was the strongest after hiruzen died,but he refused, tsunade was next after jiraiya at that time

raikage: was the strongest when appointed.
The kage status is given to a well balanced person who is among the strongest and usually the strongest shinobi at that time,for example A couldnt have been picked because of his brainsxd
