Strongest shinobi? No.
RSBM Naruto, SRG Madara and RG Sasuke are the three strongest shinobi over all, with the bolded one at the very top.
But that's what we're talking about, the strongest single shinobi. And if we're talking BSM Naruto vs. Hashirama, the latter has more chakra anyway. People were still taking damage and dying with the cloaks anyway, and only those with half-decent jutsu would benefit anyway. Besides, amping up fodder with extra power doesn't make them Kage-level, just strengthens their jutsu. Fodder is fodder, and don't have the skills or physical abilities to find significant boost from the chakra cloaks. Not to mention that sharing his chakra means there's little left in the pool for Naruto.
In the end though, an army isn't a single shinobi, Naruto is. Meanwhile, Base Hashirama's Mokujin no Jutsu is equal to 100% Kurama, so says the databook.
