Does Gaara have his abilities to control sand because of Shukaku?

Either i'm right, and he doesn't get the ability from Shukaku, but rather controls sand with a technique similar to his fathers ability to control gold dust, or i'm a little confused and the other guy was right.

He used Shukaku's ability to control sand, which he has forever. He puts chakra in his sand and that makes it faster but he can still control sand even if he doesnt have his chakra in the sand.

Why do people actually believe the love of a dead person could move the sand? Even in the context of the Narutoverse's fictional universe, that makes no sense. Karura's love protecting him was a metaphor
