Gaara's sand isnt made out of chakra. Its real sand. Neji cant destroy the sand. He could destroy the chakra in the sand however Gaara does not need chakra in the sand to use it. The sand still moves but only slower.

No he doesnt. The sand in his gourd is the only sand where he put his chakra in, this made it faster. When he used the sand in Suna, you think he put his chakra in alll that sand?
