Look at Kurama..All he has is tailed beast bombs, nails and fangs when he is alone

Inside a host though. He grants them some pretty insane abilities including his avatar that can spam Jutsu like crazy

To be fair some of those Jutsu aren't his potential...it's just Naruto amplifying his ability with his chakra. And we never got to see what Kurama is like in a fight on his own (unless you count the Last)

It was Hinted that he Had Negative emotion sensing on his own... and he was the only one with that Avatar

i think he's the only one with the avatar cos without a jin he's the only tailed beast who can't use other abilities like elemental ones outside of tailed beast bombs its stated he has a wind element but we haven't seen him use it so i think the avatar is what sets him apart from other tailed beasts plus it was an excuse to give naruto a new design

in-verse it seemed to be a common belief that Tailed best lacked Sapience and Intelligence to the point that they couldn't control their own powers.

They are not mindless, but I think it's a little naive to let them have some sort of freedom. Like Sasuke said, someone will always seek out their power for malicious use and he was right (Momoshiki).

I mean the jyubi acted pretty rash and mindless, but with the influence of a host it seemed more manipulative. The manga basically said that the beast couldn't focus their powers without a host, not that they were stupid or anything.
