KB and Raikage never defeated the previous owner of Samehada. Guy used his On Hit Kill Technique and Kisame survived it, had still enormous chakra to break through the restraints and he took his own life so that information was kept secret.
Anyway, Kisame was it's master and it likes chakra. Although since Kisame can use it against it's will, Samehada still loved the taste of KB chakra. SO technically Samehada only loves those who's chakra it prefers. But if Kisame was killed, Samehada would then go for the other best tasting chakra on it's own and without being forced back.
Personally Samehada is a giant b**ch, going for a tastier chakra and totally betraying it's owner, Kisame, after all the years they were together in combat. Kinda sad really that Kisame's death was because of Samehada's betrayal.
It would be overpowered in the war as it would drain the alliance chakra and all and render most of the ninjas useless. But since KB has the sword it wont come back as it's new owner is still there, but if KB was not the owner and Samehada was alone it would be summoned.
