Well where I live you can get a job when you're 13 "officially" and I'm sure he could do small jobs for neighbours and stuff. I mean they are jobs. Just not always official.

If he is only enough maybe he cant get one because of school if he has school you cant go accousing people without knowing the reason to why a person doesnt have a job
