If you've been reading the manga, you would see that having only one eye doesn't even slow him down for a second. And your asking why he doesn't open it? Maybe you missed where he has a scar over that eye so its damaged just like how Kakashi's was when he got slashed :|
Its obviously wounded as you can tell from the scar across his eye. Zoro doesn`t get weakened by having one wounded eye. Shanks lost his left arm and it was said that he hasn`t gotten any weaker.

Naruto and One Piece are two different mangas if you haven't noticed. :| Luffy got better because he took care of his body after the war and if he had continued to go on a rampage after he realized that Ace died, his wounds would have reopened and died. Law was also there to heal him.
No. When Kakashi got his eye slashed, he couldn't open it because his eye was done for, even he said it. The reason he can open it now is only because he pretty much got a brand new eye tansplanted. Unless Zoro gets some kind of stupid eye transplant(knowing Zoro, he wouldn't want it) he won't be opening that eye. And in case anyone had a prediction, Oda is too smart to do something like making Zoro magically have one of Mihawk's eyes to make him see better etc. He probably even self-inflicted that himself to make things a bit tougher for him, kinda like how Kenpachi wheres an eye patch to not only conceal his SP, but to use only one eye in a fight, for a challenge. Though in Zoro's case, its a permanent challenge.
