I'm thinking that he wanted Sasuke's Sharingan to eventually get the Rinnegan and read the Uchiha Tablet to figure out how to eat the fruit of the god-tree.

He'd essentially know all ninjutsu like he had always wanted because he'd have all the chakra.

It can be possible only if Orochimaru knows the story of the Juubi. I doubt Sasuke read out the Uchiha Tablet for him even if he read the tablet for himself.
If he was also connected when Hashi gave away the discussion and the story then it's just a matter of time to see your theory happening.
