I'd say he was high jounin, capable of rivaling Asuma, Zabuza, Part 1 Kakashi, Hidan, Baki, Ao, Darui, et cetera.

And I thought he was a water style user. . . He'd probably be a mid-range ninjutsu fighter, too.
