I do believe he must have been pretty good. Maybe around Jmans level - maybe a little less - but yeah he would have been awesome.
We have seen him use water release, so that is an indication that he may have specialized in it.​

Well he was declared the leader. And the leaders of clans/villages in Naruto are usually suppose to be the strongest ones. I'm ASSUMING he had the power to take on Nagato, or atleast keep him in check.

I'm going to assume (based on the fact that he LED the rogue group that was deemed a threat by hanzo) he was a low-kage fighter at the least. Considering he was comfortable with going on that one suicide mission alone, when he told konan that Nagato needed to stay alive and whatnot, I can only assume he had the utmost confidence in his own abilities.

Yeah, I think he was pretty powerful. Not enough evidence, but still.

I think he was powerful but not THAT powerful. I think he was more like the "Shikamaru" type, a type of strategist with very powerful convincing skills (Naruto style) and a great strategist. He was powerful, like higher-level Jonin but not Kage level.
