amaterasu doesn't pierce through chakra , unlike those spikes.

Amaterasu lands in the first thing it comes into contact with, and with rotation, the chakra would be it; and hiashi would be safe. The spikes on the other hand just keep going.

And itachi can't spam amaterasy, so hiashi wouldn't have to deal with it much.
