Do you think Orochimaru was disappointing?

Orochimaru was creepier than Freiza though, in a more cold hard reality sense, in that he did sick weird shit to children like experimenting on them alive, stealing their faces and bodies, using them as sacrifices, making them fight to death in his dungeon and tricking them, he's like worse than a pedo.

Yeah, Orochimaru and Frieza are very different, but I was more talking about their role in the story. Oro was the first major villain, and thus the weakest of the bunch solely because he was supposed to be a threat to weaker versions of the characters, unlike Madara or Kaguya who were supposed to be a threat to the most powerful versions. Frieza was a threat to pre-SSJ Goku, Oro was a threat to early part two Naruto.

I understand that, but I just feel like his role in the story should have been bigger, he seemed like he had some huge secrets we didn't yet know. He's easily the most twisted Naruto villain (even though others are very twisted still) and he seemed to have a plan beyond randomly attacking Konoha or trying to get an Uchiha body. I was betting on him hyjacking Madara's plan and eating a newly grown fruit but that never happened. He's supposed to represent the snake that god stole the arms from so his connection to the forbidden fruit was there but it was never utilized.
