I feel like the Sannin reference when they did the summons was just for nostalgia satisfaction. It didn't necessarily mean anything, it was even a little forced actually. (Sasuke had long since ditched snakes really & Sakura sorta pulled Katsuyu out her ass for one cool panel)

At this point at the end of the war, Sakura hasn't surpassed Tsunade - maybe one day, when Tsunade hits a massive decline (like Hizuren did) and old age has fully caught up with her; then Sakura will surpass her.

But nah - her claim to fame in that panel is summoning a Slug and striking a pose next to Sasuke and Naruto.
