Of course Kishimoto meant that. Yes Itachi was meant to invincible at this certain point of manga when He was alive against Sasuke battle.
However I believe Kishimoto wanted to end Naruto after Nagato death which happened after invasion in Konoha. However Later He decieded to continue and make stronger character as Obito, Madara etc. I doubt Kishi had everything set up since the begining.
Clearly later Kishi forgot to dehype Itachi as he wanted everyone to admire him but not worship, still there is narrow line between these two words. Anyway Kishi provided Itachi is not invincible by bringing him back and showing that he needed help to finish task. (against Nagato-> KCM Naruto and Killer bee help) and against Kabuto(Sasuke's help).
Imo, From KCM Naruto above everyone beats Itachi. Juubidama destroys Yata Mirror or at least blow it making it loose form so itachi is uncovered and can be attacked until he forms it back which happen after some cool down.
