NO. Itachi is balanced , but he is superior to lots of people. He has an impressive arsenal of jutsu , but he doesn't move around a lot so he is somewhat immobile when he fights and people say he has stamina issues .

Yes and no. When you look at his intelligence level, ability to break down every battle scenerio, analyze, speed, inhuman hand sign speed, genjutsu proficiency above anyone we've seen, and all of his god-like techs his MS granted him

But on the flip side he was suffering and dying for almost 10 years from a deadly disease that pretty much shot his stamina to the lowest possible level....which means he doesn't do great in a long drawn out battle

On the other hand, to compensate for that weakness he has in his arsenal some of the most powerful jutsus that allow him to one-shot his opponents. None of his battles went longer than he wanted them do. Itachi was like the perfect chess player.

But still, while alive his disease was Kishi's way of keeping Itachi down to earth

I think Itachi just by himself is fine and well developed character, actually maybe even one of the best of characters written by Kishi.

However I have problem with unjustified hype around Totsuka and Yata, which is overused so many times by Itachi fanboys that this is sad and annoying. However it is Kishi's blame for introducing such overpowered weapons with not limits, they should never be introduced or at least not hype to such degree with databook statement. Acutally The manga itself telling us about Yata and Totsuka would be sufficient.
