Smarts won't be a huge deciding factor considering he has very little to work with other than his hands and feet.

explains it better than I could. Intelligence does play a large factor in martial arts where the two opponents aren't worlds apart. And given that Itachi has a 5 in speed, 4.5 in taijutsu, has precognition, and could keep up with Sages and Jinchūriki just fine, then being the smarter fighter will indeed play a role.

I though you was referring to just intellect alone, but apparently you are referring to battle smarts. It's pretty clear that it is necessary to have a great amount of battle smarts in order to defeat your opponent in taijutsu. Guy happens to have these battle smarts as well and is perfectly capable of fighting high level opponents and defeating them is taijutsu battle by using his vast knowledge of advanced taijutsu techniques. Itachi, while very talented in taijutsu does not posses the same knowledge or taijutsu techniques that gai has and, because of this, is not very experienced when it comes down to fighting solely in taijutsu.
Gai has trained longer and harder in taijutsu than Itachi and because if this has greater knowledge of taijutsu techniques and how to counter them perfectly. He experience is even more pronounced because he has fought a known and skilled sharingan user who has the same amount of intellect, and possesses the same taijutsu skill and almost the same speed, though with just as much experience as Gai, Kakashi.

Even though its Taijutsu only Itachi still has the Mangekyo Sharingan. It will see all of Gai's attacks before they are launched, and Itachi will use his genius mind to come up with the appropriate countermoves and destroy him.

If Guy is unrestricted, he pulverizes Itachi with as much difficulty as Kakashi had against Team 7 in the first bell test.
If it's base Guy, he wins mid difficulty.
No one can match Guy in taijutsu.

You forget Guy is the perfect opponent for a sharingan user though.
He's trained basically his whole life against one...(Kakashi)
Guy wins mid diff.
When Gai and Kakashi were stated to be training together, early in part one, Kakashi only had a 4 in taijutsu, a 4 in speed, and could only use the Sharingan for brief instances. Kakashi also had a 4.5 in intelligence.

This logic would work on a shinobi that DOESN'T fight against the sharingan on a REGULAR basis. For a taijutsu only shinobi, the sharingan is a pain in the ass, which is why I assume Guy picked Kakashi as his RIVAL. Guy has an EXTREME amount of intel on the sharingan/MS b/c of his relationship with Kakashi. So he has the knowledge of what Itachi will do to try and slow down/disable his taijutsu.
But even more importantly, on a Taijutsu only fight, Guy sensei will win because his body is built much stronger from his relentless training on his physical body. By sheer endurance alone, Guy has the greatest chance of winning this fight. Guy will beat anyone in a taijutsu only fight hands down, unless they are another master who has trained their body to build endurance for decades.
The problem is that when Gai was training with Kakashi, Kakashi was nowhere near Itachi's level. He was a tier lower in speed, weaker in taijutsu and intelligence, and couldn't use the kekkei genkai as efficiently. Kakashi even says at one point, referring to Sasuke, how "terrifying the Uchiha blood" is relative to using the Sharingan's natural capacities.
It'd be like training with Sakura and then taking on Tsunade. Yeah, they use the same fighting style, and you might be more prepared for it, but Tsuande is a lot more proficient, and that makes a difference.

I Agree that Itachi cannot win the moment Gai uses his gates.
But Itachi can win against Base Gai.
By the way, what you're implying is that Itachi isnt fast enough to keep up with Gai, but i would dissagree with that. Itachi is very likely the fastest ninja after Naruto, Minato and the 4th Raikage.
Itachi is likely faster than Gai and also has the Sharingan to increase his chance to match him.
Although like i said, the more Gai increases his gates the more he will get that advantage over Itachi and eventually will overwhelm him, but at what gate exactly? the 3rd? 4th? Who knows.
Itachi wins against base Gai, but higher than that it's only a matter of time until he falls short before Gai's offensive power.
And since we consider Gai's gate being Taijutsu then yes of course Gai wins.
Itachi is overpowered but Taijutsu aint everything he has, giving him the ability to use clones and genjutsu would very likely be enough with most of Gai tho.
And about that Lee comment, i must say that you're completly wrong there.. like EXTREMELY wrong.
Best way to compare Lee and Itachi is the use Sasuke's feats against an opponent that both him and lee shared ; Gaara
Lee was able to bypass Gaara's sand armor by removing his weights ... and Sasuke was able to achieve the same feat with his speed after a month of training.
Knowing that.. Sasuke's speed only increase from part 1 to part 2 and the Databook only backed up that argument.
Lee even admitted when Sasuke chidori'd Gaara that Sasuke has the same speed as him, but also has the Sharingan, which is why he is jealous of him now.
Now, compare Itachi to Sasuke.
Itachi has much better Taijutsu ; 4.5 over 3.5 and also has better spead (both movement and hand seal speed) ; 5 over 4.5, and he's also smarter.
Itachi is better by a significient amount than part 2 Sasuke who was better than part 1 Sasuke who was matchning Lee's without the weight Taijutsu.
Itachi would wreck Lee, as according to the manga and to Lee, Sasuke was a match in the Taijutsu departement to Lee, Itachi is much superior.

Without Gates, Itachi will rape Guy.
With Gates, It really depends. Can the Sharingan keep up with him or not. So that win will go to Guy.
If you have to take away Itachi's Ninjutsu and Genjutsu, you already know Itachi better than Guy. U_U

Now, if you want to add in the fact that Guy has the 8 gates then that makes things automatically unfair. But based on standard taijitsu Guy probably takes this. But did you see Itachi/Sasuke throwing Shuriken? Don't tell me that Guy could dodge that without using gates XD

with or without gates gai will rape itachi's frail and dying body.
even if itachi see the attack his body will not react to it, sasuke was able to hit itachi with a rigged shuriken because of his condition.

Guy is the pinnacle of taijutsu ability,he would subdue him in an armlock and break his fingers before getting him in a headlock
Its not like i underestimate Itachi. He is my favourite character of this series. I aggree Itachi>base Gai>base Lee
But Lee can activate these gates as well which Sasuke cant. Lee taijutsu with gates > Sasuke Taijutsu
I can't see a single shinobi beating Gai in tajutsu, sharingan or not, nunchaku is a very unpredictable weapon, and using the gates he can probably increase to abnormal speed. After Gai fought Itachi, even Kakashi asked him for advice in order to fight him without making eye contact.
