Nope, it was already stated that Chidori is an incomplete jutsu without the Sharingan. Raikiri has the same weakness since it's only a stronger form of Chidori with no change in who it's used to attack.
Without the Sharingan Kakashi is still jounin level so no he's not that bad but his Chidori is stated to be an incomplete jutsu without the Sharingan to see the opponent's counter attack. Sasuke also need the Sharingan to use it, he needed it to avoid Gaara's counter attack in part 1 and Lee commented that he could never attack like that even if he was capable to because he doesn't have the "eyes" for it.
