He was the head of the Uchiha Clan. It's not hard to believe he could have had it

It kind of is considering how easily Itachi killed all of them. I know Tobi said he helped but I don't really believe him.

Plus it isn't like he was the strongest Uchiha, Itachi was and Shisui was the strongest after him.

Naw man at the most he had 3 tomoe. Itachi and Shisui were the only ones who had MS while he was still alive as far as we know. He was leading the coup with an entire clan of people with Kekkai Genkai whch would have been formidable enough against the leaf.

Everybody in the uchiha clan only had 3 Tomoe's because when itachia was getting arrested they only activated 3 tomoe. Because if they could go higher they would have and sussanno him right off the back lol
