well sasuke is in the Akatsuki no? but that's true he does'mt have a ring but he needs one to seal it maybe he is just saying that to get sasuke to do wat he wants and sasuke only wants more power so he listens

he doesn't need to have a ring, he won't be a part of the sealing ritual, i don't think you need all the rings, it just makes it quicker
