No he is a Genesis but in a odd way. EX he found another method of forming rasengan. He also is able to master stuff faster than anyone except Sharigan Users. Also he got farther than the Fourth at creating rasengan, but that is due to the fourth death.

Generally he is dumb at grabbing the concept.... he needs to either see it or physically try to learn it himself. Naruto isn't a genius when it comes to looking at books about jutsu. He learns by someone showing and repeatedly advising him. When he added in his wind element, it was because he was helped.
