re-Reading the manga the bijuus are chakra being whereas the reamains of the 10 tails (most likely physical remains) are sealed within the moon.

the 9 bijuus have the power to revive the juubi.them being a fragmant of the juubi is impossible for a number of reasons.

1-they are beings of chakra, the juubi is physical

2- they cant be frags of the tail cause all together their tails equal 35...if it was one tail a peice them it may be possible

Ummmm. The Rikudo Sage specifically divided the Jubbi into 9 separate forms of chakra the tailed beasts are just that chakra taken form naturally by them over time.

That's how it's described by Madara and I'm pretty sure the Jubbi has 10 tails, not one. (But it does have one eye!)
