Naruto is the only one who can meet rikudo due to having all the bijuu's chakra and being Rikudo's successor (friendship with bijuu). Sasuke still believes Power > love.

Sasuke met the Sage, but was only minor compared to how Naruto is once again called the Child of Prophecy. Sasuke is just going to be a supporter and be a follower as Sage wanted Indra to agree with Ashura being the successor of the Six Path Sage. Plus Naruto now has all the 9 Bijuus which will add Naruto's Ashura powers and be stronger than Sasuke.
