Just because there are people more powerful than Tsunade does not mean your are not Kage level. You tried to use certain standards and comparison as a way to hypothesis what is considered Kage level when Kishimoto already established that.

Just because Madara and Hashirama are much more powerful than Naruto and Sasuke does not mean that they can't be considered Kage levels.

people are able to beat her doesn't mean shes not kage level. Naruto,sasuke and kakashi are also kage level however being kage isn't just about being strong, why do you think naruto's not kage (because hes strong but not able to do all that paper work and he needs to be book smart not just in battle). And she is strong because shes one of the legendary sannin.

I think she is one of the other under developed characters in the series .You would expect more from someone thats the Granddaughter to Hashirama & Mito Uzumaki..The two cool things about her is her super human strength and her regenerative abilities ( ala Wolverine) Still gotta love her rack lol
