She's supposed to be equal to Jiraiya and Orochimaru. Plus she's Hokage. I'm pretty sure she's Kage level even tho she may seem weak compared to other Kage. But with her forehead jutsu thing, she's damn near invincible. Seems Kage level to me

Tsunade had hemophobia which rendered her completely helpless in the beginning.

You can see what happened later when she got over her fear of blood--whipping Orochimaru like Laffy Taffy and scaring Kabuto out of his wits. Had she no hemophobia in the beginning of the match, the fight would have been clear as glass.
