Its simple....in KCM he doesn't throw it, he uses chakra arms (Third Riakage fight) thus enabling him to hit the target without having his body make contact with the Jutsu.Well, there is something very odd about this jutsu. It's first showed to us that he uses it like a normal Rasengan, but his own body is also affected as well.
After he learned Sage Mode, he is able to throw the jutsu. So far so good, I thought that the requirement to throw this Jutsu, you needed some kind of nature energy.
But.....When he's with KCM active, he's also able to throw it, he can even create "mini" versions.
So what is it all about? What restrict him from throwing it when he's in normal form?
Other question, is that if it is possible to fuse his wind element with the bijudama...creating a new kind of jutsu just as his own rasengan.

In his normal form he probably doesn't have the energy required to hurl such a large amount of condensed chakra while in SM his strength and reflexes are increased to the point where he can be able to throw Rasen-Shuriken.
