Ootsutsukis are the ones who gave birth to the Uchiha, Senju, and Hyuuga. They are more powerful due to their unique skills.

.Hamura possessed Yin chakra, representing the moon. He also possessed Byakugan like his descendants, Hyuuga's, who are weaker with normal chakra, which is why Kishi gave his chakra to Hinata, so he can make her clan relevant again.

Yup i think that explain why Hyuga didnt have horn. Toneri and the rest of Otsutsuki dont have horn btw it just Kag, Hag and Ham. I just think that Otsutsuki is ordinary human after those 3 i guess?

Ehh, I don't know too much about Toneri & the clan because I haven't seen the Last or any other spoilers lately. My speculation on it is compared to humans and saiyans breeding. The offspring like Gohan, Goten, and Trunks grew up without the strong fighting spirit like their dads.

Hamura told hinata only him & his descendants can destroy the tenseigan altar. The entire Otsutsuki aren't descendants of hamura so yeah besides kaguya had the bone kekkei genkai so some of the otsutsuki most have that too.
