The sequence of events were like this:
Realised that Sugar's power would obstruct Luffy & Law percent of advance to Doffy's place - - - > Asked an aid of Kanjuuro's df ability - - - > asked Violet to guide him to identify his target location (since Sugar was behind the wall) - - - > in the middle of securing the coordinate, Usopp felt stronger need to protect Luffy - - - > got Usopp awakened his CoO - - - > sniped with ease
Meant that Usopp manifested that haki by himself, driven by his intensified wish to help his captain.

Seems his CoO range could be one of the only to compete with Enel's, the palace was far away. Good things in the future for Ussop if he gets brave, if not I still won't like him.

Okay Okay...Viola helped him and he did awaken CoO...no asspull there. A very good or the best snipers are supposed to have CoO in the first place. Remember Ben Beckman(I think that's his name)?
