It seems to me that he didn't really intend to revive Madara and wanted to revive Juubi on his own. First we see how his reaction was when Kabuto showed him the sixth coffin containing Madara, he wasn't pleased that his master got revived, even cursing Kabuto when Naruto told him the other Madara is fighting somewhere else, he showed great frustration when Madara didn't want to cast infinite Tsukoyomi immediately when Juubi revived. Is it because he is doubtful that his master really intends to cast infinite tsukoyomi and just wants Juubi to destroy everything thwarting his dream to be together with Rin again?

Its not that he didn't want to, he couldn't since Nagato died.

Whether he wanted to revive him or not. He couldn't control the Juubi alone for shit.

But he found someone who can revive his master, and even stronger than ever, he didn't seem at all pleased. And it was of Kabuto's own accord that he revived Madara, I'm curious as to why Tobi didn't have Kabuto revive him immediately? surely if he intended to really resurrect his master he would have done so before the war commenced, but he didn't, he was even surprised and angry when Naruto told him the other Madara was fighting somewhere else.

It could be that he's just lying to Zetsu because he may betray him if he didn't intend to revive Madara since Zetsu's true loyalty is with Madara, not Tobi. he never even told Zetsu that Madara was summoned with Edo Tensei, he kept it all to himself

Kabuto was threatening obito with madara that's why obito was scared
Nagato was supposed to use the rinne tensei but betrayed obito and madara
So tobi came up with a backup plan to lure the kyuubi and hachibi Out since sasuke and Nagato both failed to get them

Why was he threatened with Madara's revival? is it because Kabuto can turn Madara against him? Madara easily broke free from the Edo Tensei's control, and Tobi could have easily wrestled control of the Edo Tensei summons from Kabuto. In the middle of the war right up until Juubi's revival Tobi has shown no intention of using/reviving Madara even showed disdain knowing Kabuto set him lose, why would he be mad if Madara was decimating the Alliance forces, it just doesn't make much sense if he was truly loyal to his master.

He was also mad because it proved he wasn't madara

Madara was supposed to get revived when all Tailed Beasts would have been collected, that's why when he tried to summon the Kyuubi he said ''It seems you haven't captured the Kyuubi yet''.

Did he actually intended to pose as Madara until the very end? Didn't Madara told him to pose as him until he was revived and their plan had come to fruition? seems to me he wanted to run the show all by himself.

That's another thing I'd like to bring up, seeing as how super powerful Edo Madara is, why didn't Tobi used him immediately during the war's outbreak? Edo Madara could've easily overpowered Naruto and Killer B and catch them making the Juubi revival faster and more complete.

the original plan didnt come to fruition sasuke was supposed to catch the hachibi, nagato was supposed to catch the kyuubi, revive madara, then infinite tsukuyomi if that happened there would have been no war and everybody would have thought madara was alive and that obito died a while back
obito came up with a backup plan since nagato and sasuke both messed up and nagato used the rinne tensei on konoha instead of madara

Edo Madara is even more powerful than a Madara revived with Nagato's Samsara of Heavenly Life, Edo Tenseis are immortal, have unlimited chakra and regenerate injuries and broken limbs super fast, if he was revived with Nagato's technique he would be weaker than the Madara we see now.
