It seems to me that he didn't really intend to revive Madara and wanted to revive Juubi on his own. First we see how his reaction was when Kabuto showed him the sixth coffin containing Madara, he wasn't pleased that his master got revived, even cursing Kabuto when Naruto told him the other Madara is fighting somewhere else, he showed great frustration when Madara didn't want to cast infinite Tsukoyomi immediately when Juubi revived. Is it because he is doubtful that his master really intends to cast infinite tsukoyomi and just wants Juubi to destroy everything thwarting his dream to be together with Rin again?
