I think he still needs to master his fruit, ace was always superior to sabo even without the fruit. Not to mention ace had the conquerer's haki. But he's well on his way.

Ace had it, but couldn't control it, so it doesn't do him any good. Sabo surpassed him prior to getting the Mera.

Sabo was clearly stronger than Ace even before Sabo got the Mera Mera no Mi, his Haki is just beast( and we haven't seen him at full yet) so yeah:

Mera Mera No mi/Haki Sabo>>>>>>>>>Mera Mera no Mi Ace

Even while they were both alive Sabo should've been stronger due to been out on the sea for 7 years longer. No without a doubt he should be stronger.​
