It's because naruto let his guard down. On top of that sasuke was standing inside of naruto's avatar instead of outside of it.

I dont think it was weaker. Toneri dished out everything in an allout golden blast.

It doesnt seem smaller at all. Difference is he shot it straight at Naruto like a stab instead if a sclice.

Naruto himself had to concentrate ALL his power in his arm to repel it.
