Did Naruto even reach Nejis level in part 2?

Without the Kyuubi. Is Naruto even strong enough to take on Neji. In cqc Byakugan shuts down everything Naruto has to offer. Rotation for defense, air palm and 64 palm is on the level of the EMS and takes him out with ease. Imagine if Neji combined with the 9 tails fox. Too op'd.

Now sm naruto takes neji mid diff, if naruto is not to use kuramas chakra at all I think neji can make it up to getting mid diffed, maybe low still. Put it this way; Pt 1 Neji used 64 Palms masterfully, whilst War Arc Hinata just about scraped through. Pt 1 Neji used Kaiten flawlessly, whilst War Arc Hinata couldn't use it at all. To make things worse for Hinata:

Pt 1 Neji pre-Chunin Exam final's stat: 21
Pt 1 Chunin Exam final's stat: 25


Hinata? Pt 2: 21.5.


Then again, she's a tracking specialist anyway. Where Neji is a frontlines fighter.

Kishi dropped the ball way before the death, hell he dropped it at the beginning of part 2, nejis biggest fight in all of shippuden was..... Against himself... When they're opening the rock wall to get to sasori, iirc. Like seriously?!?! We go from 2 major fights in the chunnin exams and being a main part of the sasuke retrieval arc to being literally a background character until all of a sudden he was needed to die to prove a point to naruto, oh how I wish Sakura would of jumped in front of those twigs
