Maybe the Edo Tensei wasn't Itachi's full abilitiy as shown via Orochi reviving the 3 Kages against Sarutobi

It could be that Kabuto (I believe he revived him) didn't have the necessary parts to make a full revival due to Sasuke having Itachi's eyes.

Remember Madara needed his original eyes as well and that Kabuto specially gathered the other DNA's that Madara had when he died like the Hashi cells.

Which is why you get people that are literally below DC level Super Heroes being called "God" in Naruto, yet they eat, they sleep, they can only destroy a small country, and somehow get smacked in the head by Sakura falling down on them.
