Did Kishi made a mistake here or was it on purpose?

Minato passes directly through Tobi which means that Tobi's body dematerializes, but how come the shackles in his wrists do not fall of? Do you think Tobi can choose which part of his body materializes as he does his 'shadow cat' thing?
