Did Kakashi downgraded Hokage Title

Jiraiya was stronger than Tsunade when she became Hokage. Well considering Jiraiya refused to take the job she was the second best.

About that, with as militant as Danzo was and his ability to basically to talk the other Konoha Elders (the same ones who approached Jiraiya to become Kage) into following any course he wanted; usually against Hiruzen. Why didn't Dazno try to become the 5th after Oro killed Sarutobi?

Aside from his character created in part two, Jiraiya wouldn't let it happened. Even in part 2 when he tried to be 6th, Jiraiya was dead and Tsunade was in coma. No one was there to stop him.

Kakashi got the spot because he was a natural leader, the world was at peace, and they needed somebody to be Hokage until Naruto could handle the position.

I don't think strength alone makes a good leader (obviously). He has other qualities speaking for him that are way more important.

He doesn't have to be some country busting monster in order to be Hokage.
