I suppose you're right. He even suspected before knowing of Tobi's existence that the Kyuubi's attack was suspicious. He even considered the possibility that it was Madara when that, according to history and logic, wouldn't have been possible.

What my question?

I think he's referring to how J-Man never met Tobi which it kind of is. Especially since Minato fought him and he was part of the Akatsuku which Jiraiya was gathering intel on and also because J-Man seems to be tied in with a lot of people/events.
