Never said that. But remember naruto has, to put it in simplistic terms, two sources of chakra inside of him. His, and Kuramas. For a simplistic approach I say that Kuramas chakra while housed in Narutos body, is narutos chakra. Therefore, the chakra in his body is from a bijuu. (a majority of it)

Hagoromo did in fact split the bijuu on his deathbed and he named Ashura he successor before he split the bijuu and died. Seeing the way his son (Ashura) acquired his power is what gave him the idea to split the juubi into 9 separate entities.

That rikudou senjustu was genetically passed over from Hagoromoo to Ashura.

Hagoromoo obtained the senjustu from the juubi, naturally passing down that gift to his son should be logical.

How else did Indra get the sharingan?

I tried to explain it using Occams razor but I don't think they understood what it was.

Kyuubi avatar doesn't have a bead necklace full of Gudodamas or a cape from the shoulder down.

Ashura got that body senjustu genetically from his dad, which his dad got from being the juubi jinchuuriki.

We saw Naruto's version of that avatar. It's nothing like Ashura's.

- It doesn't have a necklace.
- The head resembles more of a helmet.
- Circle doesn't exist on the stomach.

Plus, the avatar is the result of his suffering and training. That was the result Hagoromo speak off. Otherwise, he would explicitly state that he was a Jinchuuriki.
