I see 4-6, hard to tell which is arm and which is tail. But he definitely had tails. Therefore I say he was a jin.

It's hard to say. It wouldn't be surprising if he was a Jin. I mean this battle between them happened after his father named him as his successor. If Hagoromo was still alive during this fight then no Ashura has no bijuu as Hagoromo would still bee the Juubi jin.

If this occurred after Hagoromo's death then yes there is a good chance Ashura was a jin.
