Kisame is at his full power and has samehada,deva path is at his full power.


Location : middle of ocean, no rock around (where Naruto,Yamato and Gai went with boat to go to Bee island)

knowledge : They know each others abilities

Range : The fight start at 30m ,both stand on water and are ready to fight.

Restriction : noone

I will have to go with Deva Path of Pain. All of his abilities will not in the least be limited just because he is in the water. Kisame WILL have the advantage of the terrain, however, Deva Pain will most likely win with overwhelming power.

He could use the Universal Pull to pull Kisame out of the water and then have his way with him.

Almighty push could be used to blow away all of the water, revealing a very shocked and amazed Kisame.

Planetary Devaststion can basically create a massive sphere of water in the air, which will just attract Kisame to the orb in the middle. Either he will be crushed to death in the event horizon of the mini black hole, or just trapped in the makeshift fishtank (lol) until the end of time.

All in all, Deva Path of Pain wins!

Kisame's Great Shark Bullet Technique can absorb the chakra from an opponent's technique and in turn, use that chakra to grow larger and more powerful. Therefore, the stronger the opponent's technique is, the stronger this technique will get.

I'm going with Kisame.
