Well, of course it is. Deus ex machina is used in almost every shounen manga. There are literally tens (if not hundreds) of examples of it in Naruto alone. Simply put, it's when a plot altering revelation is made without any former hint, mention or build up.

I'd have to say that Izanagi isn't a DxM. During Sasuke vs Danzo, it did indeed make Sasuke's job harder but it hardly altered the plot. The outcome would have been the same whether it existed or not. The whole Izanagi and Danzo thing was just a build up for Tobi vs Konan where the technique actually mattered plot-wise. But because we knew about Izanagi before Tobi vs Konan, it disqualifies it from being a DxM.

Minato appearing inside Naruto in the Pein Arc. That's a DxM.
If it didn't happen, Naruto would have lost complete control and the plot would have taken a different turn. Plus, Minato storing his own chakra with Naruto hadn't been mentioned at any point before the happening. It came completely out of nowhere and changed the course of the fight. DxM.

Koto Amatsukami against Pein was not a DxM. It had been mentioned before. Not as Koto Amatsukami, but Naruto had been given the crow way before it happened. It wasn't an arsepull out of no where. It was just a revelation regarding a mystery in the plot. Rooted way, way before it actually happened.

I don't its possible in mangas such as bleach one piece naruto hitman reborn and couple others for naruto I don't think no plot should happen it could be legit something years in making take dragon ballz gohan Ssj2 was thought up since freiza sagas or mabe sayian sagas

basicly what happens to naruto in this corner was bound to happen since the start.

If it is connected logically later on it is possible, I'd say.
But usually only bad comes out of it - the public is not pleased and then just suck it up after provided explanation.
I think it would be more effective if Tsuki no me is accomplished now because everyone expects that Naruto and Sasuke as main characters won't die and good will prevail. But what if it doesn't? The idea is quite interesting, breaking common sense.
I also believe that what would work for the manga at best is ending it in a neutral state, that is - there are no true winners, nor losers. That is the world Madara desired. If the concept doesn't exist there would be no fighting.
It would also not turn the whole series into a cliché shonen such as Bleach.
