Madara backs up Obito, aware that Raizen may obilerate Obito if he feels insulted. There's no doubt that Madara used Obito for his plans in the World of the Living, but they eventually built a true bond.
Raizen: Difficult or not, it is absolutely necessary. My brother, Yusuke, governs the Heaven Realm. In order for me to defeat my father, I must become one with Yusuke.
Madara: Are you referring that you must unite with this brother of yours?
Raizen: Definitely not. There's no one I despise more than him. As "become one with him", I mean that his power must be mine. I will seal him within my body, much like a tailed beast is sealed within its host. In doing so, I will become the new so-called "Sage of the Six Paths". Only then will I be powerful enough to challenge and destroy my father.
Obito: Understood. An army is required in order for this to be accomplished. You know that I'm sure.
Raizen: Yes, I'm no fool. Many formidable shinobi exist in the Heaven Realm. If I'm not mistaken, you were defeated by a man who now resides there, am I right?
This irritates Obito, though he must answer, being that Raizen is one of the few people in the Hell Realm whom he can't defeat.
Obito: Indeed. My former sensei, Minato Namikaze, was triumphant in our battle. I will have my revenge.
Madara: Hasn't the fourth Hokage beaten you twice now?
Obito: .........
Raizen: Do as you wish. First, you will assist me in my vengeance.
Obito: Absolutely. Well, when do we begin to assemble the army?
Raizen: I already made preparations. I've sent our loyal friend Zetsu to recruit suitable shinobi to increase our ranks, by force or free will.
White Zetsu was killed by Sasuke Uchiha. Black Zetsu's whereabouts are unknown.
Madara: Seems like I'll be having an exciting challenge soon. (Hashirama....prepare yourself, my old rival.)
Obito: Hmph. This will be interesting. It's a pity we won't have HIS assistance.
Raizen: We will make do. My goal will soon be accomplished...I will rule all the realms!
