Since I must sleep I'll wrap it up, just as Gari was a member of the blast corps so was Deidara and he left the vilage with some of their higher level techniques.

I doubt it, otherwise Gari would too, but perhaps as an artist he just felt it was needed and used some sort of jutsu to modify himself. Or was born with it, ORRR was used as a test by the blast corps. Who knows.

The scroll deidara stole was him having extra mouths deidara always had the explosion/blast release

stupid thing about this is the fact that the majority of jutsus and techs are passed down through generations, but you make it seem as if Deidara's situation is different from most, but in all actuality, very few ninja create their own techniques, so basically it's stupid to try and bring up a point like this when half the show is the older generation passing down skillz to the younger generation, you'd be hard pressed to find a ninja that doesn't use handed down, gifted, or stolen power
