I think that gigantic toad Jiraiya summoned to eat kisama and itachi can withstand C4 IMO, or at least contain it.

And I think with Ma and Pa on his shoulders to frog song down the bombs and then followed up with a Rasengan to the face, Jiraiya should have this high difficulty.
