Sasuke was stronger in the beginning. Naruto only latent powers.
Gaara vs. Naruto
Sasuke needed more - got CM became stronger again
Intermezzo where Naruto at times was taken over by the Kyuubs. Naruto wasn't stronger anywhere within this intermezzo. It was a chakra beast trying to take over. Sasuke got stronger.
Naruto go SM, Sasuke got MS. Equals. Naruto explained it: if they would fight, they would both die.
Sasuke got EMS, Naruto BM. Naruto takes this.
Naruto got to BM. Stands alone.

last chapter(hehe) Naruto loses BM (and KM i.m.o) and gets set back to SM, which places him slightly below EMS Sasuke(due to PS). If they will fight, it will stay at this level. If he get;s 8t chakra and 1t chakra, he will take on Madara. Sasuke would then need a power-up to keep up. Otherwise EMS Sasuke = Naruto + plot armor.

You did say perfect but then you edited your OP which Im fine with, and excellent? No they are not excellent, this is early part 2 introduction naruto... and you think he has excellent fighting skills? Just no.

Your statements are far from cut and dried and are from your perspective only. I don’t agree with most of them:
1 – Let’s face it; Sasuke was so out of Naruto’s league here that it’s not even funny. And Legendary Rasangan? It’s an incomplete technique without the added Elemental manipulation of the Chakra. I would consider Chidori to be far more decent in this regard.
2 – At the start of Part Two, Naruto’s growth was laughable. Good let along Excellent fighting skills? What --- The---- Heck!? I hope to god, you are not even least bit serious about Naruto in this regard.
Whereas Naruto’s growth was abysmal and poor, Sakura and others confessed that Sasuke’s was almost inhuman. Also, according to Orochimaru, 4 Tails Naruto was much inferior than Sasuke. I’ll take the Manga statement over yours.
3 – When Naruto received SM, Sasuke had MS and Naruto admitted that he would require the fox’s power to overwhelm Sasuke when he received the Key to unlock the seal from the Sacred Toad Leaf Locality. Again, you are somewhat incorrect.
4 – Naruto’s feats with speed are vastly inconsistent. I have yet to see this guy pull that speed off again, seriously. But yes, when he received KCM he was superior to Sasuke, because the latter lacked good manipulation of Enton.
5 – Unaffected by Genjutsu? Since when? As soon as Sasuke got EMS, he sped ahead of KCM indefinitely and by a sizable margin due to his manipulation of Enton and its natural superiority over Futon-based attacks.
6 – BSM and EMS - Currently, they stand neck to neck. But as clever as Sasuke is and always has been, he can win more times than not, as he’s an excellent strategist and has never disappointed throughout the manga, ever.
