Theoretically Kotamatsukami wouldn't work, correct? The Paths are merely reanimated bodies receiving Nagato's chakra. Danzo would have to literally transfer the chakra from the receivers on the back of a path to Nagato himself.

Why restrict KA? It would change nothing considering Pain are just dead puppets controlled by Nagato. Even if Danzo gave them orders, it's not like they could act on their own. Nagato is the mind

It was a genjutsu paralysing the mind. Even dead bodies have mind(eventhough not working). KA on the other side doesn't have similar effects. It's used to fool someone without him knowing. Problem however is that Pain can't move on his own to begin with. Giving him order is useless considering it doesn't affect the real mind here(Nagato)
