Minato can't teleport out of the battle field to any pre marked location
I think that means minato can't escape from kisame's great water prison ,so he loses but may he can get out with toads
Good luck

Introduction

Before we get into battle specifics, I'll post an introduction which analyzes several of Kisame's abilities and techniques in detail. I'll include this information so you and the judges can get a better understanding of what Kisame is capable of and later see how it applies to his battle with Minato. This intro will cover Kisame's durability, reaction feats, and chakra reserves, as well as do a quick recap on Samehada's powers and the benefits that come with Samehada fusion. I will also include a "mini-scenario" of what will happen in the event that Kisame gets marked with Minato's FTG sealing formula.

Chakra reserves

Kisame Hoshigaki had such a large chakra pool during his lifetime he was referred to as the "Tailless tailed Beast", due to having chakra reserves on par with bijuu . In fact, he drained Gyuki, a tailed beast of and defeated Roshi, another jinchuuriki who he also sucked dry of chakra .

Many have commented on Kisame's high-level reserves.

-Pain praised Kisame's chakra reserves and said it's a lot even among Akatsuki-level ninja

-Neji compared Kisame's reserves to Naruto's (even though Kisame was at 30% power)

-Karin sensed Kisame's incredible chakra and made a remark

But praise isn't needed when Kisame's feats speak for themselves. At Kisame was capable of spitting out a huge volume of water with , then create three water clones have them each create a water prison around their target , and summon sharks against Gai . At full power, he can spit out an enormous dome of water.

Something of that scale requires an incredible amount of chakra. Even without Samehada's added chakra, Kisame could summon a thousand sharks >

Durability and Strength

Against a "light infantry" type of opponent like Minato who (fast but not much firepower), Kisame's durability can play an important factor in this battle. Kisame's an extreme tank, even without Samehada fusion. He tanked Neji's air palm and Tenten's explosion . he tanked Hirudora and was still conscious and talking . Not long after, he and then even though the mokuton was suppressing his chakra . Gai stated that Kisame had and was knocked deep into the water by one punch from Kisame He was able to knock back Ponta, a giant raccoon, with just a Samehada swing .

Reactions & reflexes

Against a teleporting opponent like Minato, Kisame may be in a situation that requires him to react quickly. This is no problem because Kisame has some pretty impressive reaction feats. Kisame dodged Bee's lightning-enhanced pencil which was coming at him from a blind spot . He was in a tricky situation with Master Kin pressuring him with a giant axe on one side, a lightning-enhanced sword coming at him from another side, and Bee charging him with a sword from another angle . But Kisame analyzed the situation extremely quickly and reacted in time to defend against all three attacks - shoving Master Kin away with his brute strength, swinging around Samehada to block Bee's attack while at the same time absorbing the raiton off both swords, and tanking one of the swords with minimal damage. This feat not only shows Kisame is able to react to attacks very quickly, but it also showcases his strength (pushing Master Kin off his feet despite him wielding a giant axe), his intelligence (analyzed the situation perfectly, understood he needed to absorb the lightning shield off the swords so they wouldn't penetrate) and his durability (tanked the sword and basically shrugged it off). Of course, with Samehada fusion his reactions and durability will be increased a lot more, but he is a well-rounded ninja with good reflexes, strength, and durability even without it.

Samehada's abilities + benefits of Samehada fusion

Note I will not be covering all of Samehada's abilities but only ones which I think will benefit Kisame in a battle with Minato.

Healing powers: Samehada can aid Kisame through its incredible healing and regenerative capabilities, similar in sort to the Byakogou technique used by Tsunade and Sakura. His chest cavity was blown out by Bee's V2 lariat and one can see his ribcage . But Samehada healed the wound in seconds.

Kisame does not necessarily have to merge with Samehada to let Samehada heal him, however it would be wiser to do it so that he cannot be separated from his sword. With his level of durability and regeneration, any kunai stab that Minato inflicts will be instantly healed. The only way Minato can personally put him down is possibly through a direct kunai stab through his brain, or maybe decapitation. Remember, if this is underwater the action of slashing a kunai will be slowed down by the water, reducing the momentum and cutting force.

Sensing abilities: Samehada is a sensor and can detect chakra from miles away ( ). By merging with Samehada, Kisame gets access to this sensing ability as well This sensing ability grants Samehada the ability to dodge or react very quickly on its own > so by merging with Samehada, Kisame's own reflexes are greatly enhanced.

Samehada fusion: By merging with his sword Samehada Kisame gains new abilities:

1. The ability to absorb chakra on contact with his skin. Kisame already has this ability without Samehada at all , but this ability is greatly increased by being physically in contact with Samehada and even more so with full-on Samehada fusion. Up to six tails worth of a V1 jinchuuriki cloak can be absorbed with one touch and one touch can also reduce a jinchuuriki from V2 form back into V1 form ( ). One touch from Samehada can totally absorb a chakra which "is filling the entire room" > . That is a significant amount of chakra, and for non-jinchuuriki is a very large amount of chakra. Even Killer Bee and Gyuki were , after touching Samehada a total of five times . Kisame also sucked Roshi, another jinchuuriki, dry of chakra . If Minato uses a rasengan on ‘Kisamehada’, it will be directly absorbed upon contact with his skin.

2. The ability to sense chakra through his skin . This way he can detect Minato’s location instantly the moment after he teleports and react quicker, in time to land a counterattack.

3. The ability to breathe underwater through gills .

4. The ability to manipulate bone structure and have them used for quick offense, similar to Kimimaro’s ability ,

Scenario: Minato marks Kisamehada

This following scenario explains how Minato marking Kisame with a FTG formula is not "GG" and explains what will probably happen if Minato marks Kisame, assuming Kisame is fused with Samehada already.

If Kisame plays all his cards right he won’t get marked at all, but in the event he does something along the lines of the following scenario will occur. To even mark Kisame with a seal in the first place, Minato will need to touch him. Due to the physical contact needed to mark him, Minato will get his chakra absorbed by placing a FTG formula on him. Remember, one touch is equivalent to 6 tails of chakra (Minato will also be slowly using up chakra through teleportation and rasengan, boss toads too if he summons them.) Now let’s say Minato marks Kisame and then teleports to safety. Having no intel on Kisame’s regeneration, Minato will most likely teleport back to him and stab a vital spot with a kunai – only for it to be healed and Kisame will counterattack quickly with bones coming out of his body. Kisame will react rather quickly due to Samehada’s sensing abilities so he will know Minato’s location the moment after he teleports, and will thus be able to counterattack quickly enough with bones. Minato then suffers a fatal injury and is killed. But let’s assume that Minato teleports to safety before getting merked by bones, somehow reacting in time. At this point he is surely low on air (if they are underwater by now, which is a huge possibility) and is also low on chakra from several encounters with Samehada and using FTG. If he hasn’t drowned or been depleted of chakra by now, he will probably attack again, this time with more firepower (he uses a rasengan). But the rasengan will be absorbed upon contact with Kisame’s skin and Kisame will counterattack yet again. If Minato teleports to safety in time and is still conscious at this point, and deduces that the only way to kill Kisame is a stab to the head with a kunai, then yes, this way Minato can kill him (assuming a kunai can penetrate deep enough into his skull to kill him before the injury is healed, and assuming a kunai can even pierce through Kisame's skin [Asuma's blade couldn't pierce Samehada's skin , and at this point Kisame and Samehada are merged.]) Keep in mind this is very unlikely Minato will reach this point, and even less likely that Kisame will be marked in the first place.

This concludes my introduction. Now I'll do a run-through of the most likely battle scenario with beginning, middle, and end stages.

Beginning Stage

Due to Minato's fighting style and lack of intel, he will undoubtfully commence the battle by throwing his FTG kunai and or marking the battlefield itself. While Minato does this, Kisame can merge with Samehada, or immediately spit out Suiton: Bakushouha. Either option only takes a few seconds, and they can both be done simultaneously > . The force of the water shockwave washes away marked kunais and changes the enviroment into Kisame's favor. Due to the AoE of the water dome, every kunai or location Minato has thrown thus far is now underwater. Yes, Minato can warp away a portion of the water dome with his Space-Time barrier, but to do so Minato must insert his own chakra into the barrier to teleport it away, since this is a technique that costs chakra. Due to Kisame's monstrous chakra reserves, he can spit out almost any volume of water he wishes to create, so Minato must pit his own chakra against Kisame's - not a good option against someone with bijuu level chakra. Eventually Minato will be unable to continue to maintain the barrier, and will stop warping the water (an alternative for Minato would be to continue warping and die of chakra exhaustion.) The dome of water will be reduced in volume, but it will still be big enough to encompass the immediate area including the FTG kunai Minato scattered around the battlefield. With the enviroment in his favor, the middle stage of the battle begins.

Middle Stage

With most of the battlefield underwater, the battle becomes a timebomb in Kisame's favor since it is only a matter of time before Minato runs out of air. FTG at this point is more or less uselessbecause

  • Minato cannot mark liquid water with his FTG sealing formula
  • Minato cannot throw FTG kunai underwater, only let them slowly sink to the bottom. This severely limits Minato’s movements since he cannot swim fast like Kisame and his sharks, and cannot throw kunai to teleport to.
  • Minato's kunai which he already scattered around the battlefield are underwater, so he can teleport to them - but he wouldn't escape the water dome.

At this point, Kisame can summon any number of sharks that he wants, up to a thousand (though only a dozen or so are needed). The purpose of these sharks is to go after and swallow any FTG kunais which Minato has left scattered around the battlefield. What this does for Kisame is two things: firstly, it means that with the kunai in the sharks’ mouths, Kisame can control where Minato teleports to since he can direct the sharks where to go; and secondly, it means Minato will be greeted by a shark wherever he teleports to. Yes, Minato can deal with one shark easily but one dead shark means nothing to Kisame and it doesn't change the fact that Minato is still underwater.

Now Kisame will direct all the sharks to congregate at a single spot (some distance away from himself), so he knows where Minato is going to teleport to. Minato now is in a tricky situation since if he teleports to that spot, he will be devoured by sharks and is running low on air and chakra. Minato isn't out of options though - he can summon Gamabunta or another boss toad. Unfortunately Kisame can deal with boss summons in multiple ways: by overwhelming him with 1,000 sharks which will proceed to devour the toad, or by firing off a at the toad to drain it of chakra and kill it. Keep in mind food cart destroyer won't work on Kisame since a) Minato needs to be above Kisame to make the toad appear in that spot, a location he won't reach due to the environment being in Kisame's favor and b) the effect of the water will reduce the impact of the toad so rather than slamming down on Kisame it will slowly sink towards him, which Kisame can easily avoid by swimming out of the way. Minato making clones is equally pointless, since Kisame can just summon a shark for every clone or better yet, counter with his own water clones which are superior in that he can create a higher quantity of clones than Minato, as well as the fact that the clones can merge with their clone copies of Samehada and also gain all the benefits that come with a Samehada fusion.

With Minato low on oxygen and probably chakra as well, we enter the final stage of the battle.

Final Stage

By now the sharks have all congregated in one spot. Let's assume Minato hasn't teleported there yet. Now Kisame can fire off a Daikodan at Minato, summon a few sharks / make a few water clones to attack him, or just swim up to Minato himself. If Minato doesn't teleport to avoid the attack, he gets his chakra drained and dies. If Minato does teleport to any of his kunai, he'll be greeted by sharks and eaten alive. Or he just drowns if nothing else. Checkmate.

Minato will either drown, get eaten by sharks, die of chakra depletion, or get wounded fatally by Kisame's bones, making this a mid difficulty win for Kisame.

Good luck debaters. Although I'm wondering how exactly Minato will damage since rasengan can/could be absorbed.... unless food cart destroy/frog song (if that's allowed).

I don't see how kisame loses, tbh Lol

Debates aren't how X loses to Y. It's how X or Y were strategically besting their counterparts.

Depending on the intro determines the way you counter. You should dive straight into it and play aggressively now.

Naw, I'm going to edit the post later and add on some stuff. It's just that I came to a good stopping point and I wanted to save my work so I decided to just go ahead and post what I had. I'll VM you when I'm done.
