The Pure World Incarnation is something I made up in attempt to describe the evolution of Boruto's karma. He and Momoshiki have merged to become something we have never seen before. One part of him being a deceased divine being and the other being a member of the Hyuga and Uzumaki clan.
This is where I believe Boruto being a member of the Uzumaki clan becomes significant. They're known for having a strong life force and lots of chakra making them ideal for being jinchuriki. But they are also known for their ability to summon shinigami. This leads me to believe that they had a kkg to make contact with the dead. Perhaps they could cross between the threshold of life and death. Ironically the reason we don't have much information on them is because they are all dead except for a handful of characters. Apparently this isn't a problem for Jura.
He made an interesting statement about chakra and it seems he was referring to absorbing the chakra of living and dead creatures. He specifically mentioned "Past and long dead." Him being an incarnation of the ten tails makes him a top expert in chakra, so I'm sure he knows what he's talking about. Therefore we must conclude that there is chakra of living
creatures and there is also chakra of dead 
creatures.
